Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Novation Contract #74–279–4 with Young Men’s
Christian Association of the East Bay, a non-profit corporation, in an amount not to exceed
$402,168, to provide school-based mental health services to Seriously Emotionally
Disturbed (SED) students in West County for the period from July 1, 2009 through June 30,
2010. This Contract includes a six-month automatic extension through December 31, 2010,
in an amount not to exceed $201,084.
FISCAL IMPACT:
This Contract is funded 62% by Federal FFP Medi-Cal, 34% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT), and 4% by West Contra Costa Unified
School District (WCCUSD). There is no cost to County.
BACKGROUND:
This Contract meets the social needs of County’s population by providing school and
community based mental health services to County-designated SED elementary, middle

BACKGROUND: (CONT'D)

On January 27, 2009, the Board of Supervisors approved Novation Contract #74–279–3
with Young Men’s Christian Association of the East Bay, for the period from July 1, 2008
through June 30, 2009, which included a six-month automatic extension through December
31, 2009, for the provision of school-based mental health services to SED students in West
Contra Costa County.
Approval of Novation Contract #74–279–4 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2010.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
