THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 12„ 1985 , by the following vote:
AYES: Supervisors Powers , Schroder , McPeak , Torlakson, Fanden
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Hearing on appeal of Alhambra Valley Improvement
Association from the County Planning Commission' s
decision approving Subdivision No . 6487 (Stonehurst) ,
Ferguson & Wollman (applicant) , and California Equity
Fund (owner) , in the Alhambra Valley/Martinez area.
The Board on January 29 , 1985 , continued to this date its
hearing on the appeal of the Alhambra Valley Improvement Association
from the County Planning Commission' s decision approving Subdivision
No . 6487 in the Alhambra Valley/Martinez area; and
Harvey Bragdon, Assistant Director of Planning, commented
that he delivered to each Board member a memo indicating the
Planning Department' s responses to questions raised at the Board' s
January 29, 1985 hearing; and
The Chairwoman opened the hearing; and
Victor Westman, County Counsel , commented that the private
drainage facilities proposed by the applicant which would allow the
Homeowners' Association to contract with the County Flood Control
District privately, would not be possible commenting that , in his
opinion, the Flood Control District cannot contract to maintain a
private drainage facility; and
James E . Cox, representing Earl Dunivan and Dorothy Miller ,
appeared and commented that this project should be thoroughly
studied before any decision is made by the Board; and
Frank Hackett , 100 Deodara Way, Martinez , appeared and
urged the Board to require a complete Environmental Impact Report on
this project before making a decision; and
Hal Olson, representing the Alhambra Valley Improvement
Association , appeared and urged the Board to require an
Environmental Impact Report on this Subdivision; and
Ruth Newman, 127 Sheridan Lane , Martinez , appeared and
also requested an Environmental Impact Report; and
Stuart Safine , attorney, representing the owner and appli-
cant , appeared and commented that none of the speakers at this
hearing were opposed to the project , but felt that more study
needed to be done with respect to the impact of this project on the
environment , and commented that he felt that to continually go over
and over this project was a waste of County staff time and resources
and urged the Board to approve Subdivision No. 6487 in the Alhambra
Valley/Martinez area; and
Supervisor Fanden commented that three or four years ago
there was a terrible flooding problem in this specific area, and
suggested that the matter be continued pending further review; and
Harvey Bragdon advised that the Environmental Impact
Report for the previous project on the property was certified by the
County as meeting the requirements and guidelines for the project; and

Supervisor Torlakson advised that the General Plan was in
support of the number of units proposed for this project , and also
commented that the Planning Department was in favor of the number of
units for this project , but commented that there were still concerns
with repect to• the drainage and traffic problems, and commented that
overall he felt this project had merit; and
Supervisor Torlakson also suggested that the Flood Control
District review all of the data which had been collected for this
project and come back to the Board in approximately four to five
weeks with additional information prior to a final decision; and
Supervisor Powers commented that he also had some concerns
with respect to traffic mitigation problems, and concurred with
Supervisor Torlakson in the need for additional information; and
Supervisor Fanden recommended that this matter be sent
back to the Flood Control District and the Planning Department , and.
be scheduled to come back to the Board in approximately two months
with specific recommendations to relieve the traffic and drainage
problems.
Board members considered the matter, IT IS BY THE BOARD
ORDERED that the recommendation of Supervisor Fanden is APPROVED and
the hearing on the appeal of Alhambra Valley Improvement Association
is CONTINUED to March 26, 1985 , at 2: 30 p.m.
