Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Novation Contract #24–928–15 with Fred Finch
Children’s Home, Inc., (dba Fred Finch Youth Center), a non-profit corporation, in an
amount not to exceed $415,693, to provide school-based day treatment and mental health
services, for the period from July 1, 2009 through June 30, 2010. This Contract includes a
six-month automatic extension through December 31, 2010, in an amount not to exceed
$207,847.
FISCAL IMPACT:
This Contract is funded 57% by Federal Medi-Cal Revenue, 36% by State Early and
Periodic Screening, Diagnostics, and Treatment (EPSDT), 2% by Individuals with
Disabilities Education Act (IDEA/SB 90), and 5% by Mt. Diablo Unified School District.
No County funds are required.
BACKGROUND:
This Contract meets the social needs of County’s population by providing school and
community based mental health services, including assessments; individual, group

BACKGROUND: (CONT'D)
and family therapy; medication support; case management; outreach; and crisis intervention
services for Seriously Emotionally Disturbed (SED) middle and high school aged children
and their families.
On January 27, 2009, the Board of Supervisors approved Novation Contract #24–928–13
(as amended by Contract Amendment Agreement #24–928–14) with Fred Finch Children’s
Home, Inc., (dba Fred Finch Youth Center) for the period from July 1, 2008 through June
30, 2009, which included a six month automatic extension through December 31, 2009, for
the provision of school-based day treatment and mental health services for students in the
Mt. Diablo Unified School District.
Approval of Novation Contract #24–928–15 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2010.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
