APPROVE Consulting Services Agreements dated December 1, 2009 through November 30, 2011, with RMW Architecture & Interiors (San Francisco) and Hammel, Green and Abrahamson, Inc. (San Francisco), each agreement in the amount of $300,000 to provide as-needed architectural services for health facilities projects. 2. AUTHORIZE the General Services Director, or designee, to execute the agreements. FISCAL IMPACT: Projects will be assigned to the as-needed architects when there is an approved project and funding. The contract amount of $300,000 is a limit (not actual appropriated dollars), and it is possible that the limit may not be reached. The contract limit of $300,000 is spread over a two-year contract term. Lango, General Services Director Date:December 1, 2009 Contra Costa County Subject:Approve and Authorize Consulting Services Agreements with RMW and HGA, for As-Needed Architectural Services for Health Facilities Projects BACKGROUND: The purpose of the as-needed consulting services agreements is to provide architectural services for health facilities projects as they occur during the two-year contract period. When the General Services Department receives a project request that is approved by the County Administrator's Office, it will be determined whether or not to utilize one of the as-needed architects. The as-needed architects provide services such as programming, design, and construction administration. The types of projects will vary and may include remodels, tenant improvements, additions, modernization, and reconstruction. It is unknown at this time how many project assignments will be issued because the services are provided on an as-needed basis. Having as-needed contracts in place will allow the design phase to commence sooner and provide for a shorter project completion schedule. To provide flexibility and capacity for project delivery, it is recommended that two as-needed contracts be approved at this time. Potential future projects may include the expansion of the Concord Clinic and the replacement of the Family Practice Clinic at the Contra Costa County Regional Medical Center. RMW Architecture & Interiors (RMW) and Hammel, Green and Abrahamson, Inc. (HGA) were selected through a competitive qualifications-based selection process. Statements of Qualifications (“SOQ”) were advertised and requested, twenty-six SOQs were received, and six firms were short-listed for interviews. A selection committee comprised of County staff from the Health Services and General Services Departments conducted interviews and ranked the short-listed firms, with RMW and HGA being the top rated firms.
