Approve and authorize the Health Services Director, or his designee (Randall Sawyer), to
execute, on behalf of the County, Interagency Agreement #22–276–18 with City of
Richmond, on behalf of its Fire Department, a government agency, in an amount not to
exceed $373,813, to provide AB 2185 Hazardous Materials Release Response Plans and
Inventory inspections for the period from July 1, 2009 through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 100% by AB 2185 fees that County charges to businesses for the
handling of hazardous materials, and is included in the Department’s budget.
BACKGROUND:
Pursuant to the Hazardous Materials Release Response Plan and Inventory Program (AB
2185), approved by the Board of Supervisors on April 28, 1987, the County Health
Services Department’s Hazardous Materials Division is responsible to ensure that each
hazardous materials handler in Contra Costa County is inspected annually. The County has
contracted with the City

BACKGROUND: (CONT'D)
of Richmond Fire Department since January 1988 to provide certain AB 2185 inspections at
County’s request.
On October 2, 2007, the Board of Supervisors approved Agreement #22–276–17 with the
City of Richmond, for the period from July 1, 2005 through June 30, 2009, for the provision
of AB 2185 inspections.
Approval of Agreement #22–276–18 will allow Agency to continue providing services
through June 30, 2011, including mutual indemnification to hold harmless both parties for
any claims arising out of performance of this agreement.
