Approve and authorize the Health Services Director, or his designee (Patricia Tanquary), to
execute, on behalf of the County, Standard Agreement (Amendment) #29-764-17 (State
#03MR003, A7) with the State of California, Managed Risk Medical Insurance Board,
effective July 1, 2009, to amend Standard Agreement #29-764-9 (as amended by
Amendment Agreements #29-764-10 through #29-764-16), to increase the amount paid to
County by $246,148, from $1,844,098 to a new total payment of $2,090,246 and extend the
term from June 30, 2009 through June 30, 2010.
FISCAL IMPACT:
Approval of this Standard Agreement (Amendment) will result in an increase of $246,148 of
State funding for the Major Risk Medical Insurance Program. No County match is required.
BACKGROUND:
This State program is designed to provide health insurance to Californians who are unable to
obtain coverage on the open market. Eligible Californians include those who have

BACKGROUND: (CONT'D)
been denied individual or small group coverage within the previous twelve months, those
who have been involuntarily terminated from health insurance coverage for reasons other
than non-payment of premiums, and those who have been requested to pay health insurance
premiums higher than the Major Risk Medical Insurance Program subscriber rate.
On July 15, 2003, the Board of Supervisors approved Standard Agreement #29-764-9 (as
amended by subsequent Amendment Agreements #29-764-10 through #29-764-16) with the
State of California, Managed Risk Medical Insurance Board, for the period from July 1,
2003 through June 30, 2009, for Contra Costa Health Plan-Community Plans participation
in the Major Risk Medical Insurance Program.
Approval of Standard Amendment (Agreement) #29-764-17 will allow additional funds and
extend services to Contra Costa Health Plan members and County recipients through June
30, 2010.
Five sealed/certified copies of this Board Order should be returned to the Contracts and
Grants Unit for submission to the State.
