1. APPROVE a Third Amendment to Lease with Balco Properties, Ltd., LLC to extend the
lease at 835 Arnold Drive, Bay 4, Martinez, for a two-year term beginning September 1,
2009, and ending August 31, 2011, at monthly rent of $1,517 for approximately 2,000
square feet of warehouse space for the Health Services Department under the terms and
conditions set forth in the Lease.
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease.
3. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under
the California Environmental Quality Act (CEQA). CP #09-64
4. DIRECT the Department of Conservation and Development Director, or designee, to file
a Notice of Exemption with the County Clerk, and DIRECT the Director of General
Services, or designee, to arrange for the payment of the handling fees to the Department of
Conservation and Development and County Clerk for filing of the Notice of Exemption.

Subject:Approve a Lease Amendment to Provide Storage Space for the Health Services Department at 835 Arnold
Drive, Martinez
FISCAL IMPACT:
The Third Amendment to Lease will obligate the County to pay a total rent of $37,980 over
the two-year extended term of the lease at 835 Arnold Drive, Bay 4, Martinez. The Health
Services Department will terminate an existing lease at 103 Berrellesa Street in Martinez
and consolidate storage from that space to 835 Arnold Drive. The amended rent at 835
Arnold Drive, and the termination of the Berrellesa lease, will provide a cost savings of
$13,848 over the two year term. The current fiscal year lease costs are budgeted in the
Health Services Department's FY 2009/10 budget.
BACKGROUND:
The Health Services Department has leased the storage space at 835 Arnold Drive since
1990. In addition, the Health Services Department currently leases storage space at 103
Berrellesa Street in Martinez.
One of the objectives of the County's Real Estate Asset Management Plan (RAMP) is to
evaluate the use of existing County-owned and leased buildings to identify opportunities to
reduce costs. The Health Services Department intends to terminate the lease for the space at
Berrellesa and extend the term of the lease for the Arnold Drive space to consolidate storage
and reduce costs.
The General Services Department has evaluated County-owned storage space that would
meet the Health Services Department's needs and has determined that extending the term for
the Arnold Drive storage space and terminating the storage space at 103 Berrellesa is the
most cost effective option.
CONSEQUENCE OF NEGATIVE ACTION:
If the Lease is not approved, the Health Services Department will need to look for other
storage space or continue to lease storage space at 103 Berrellesa Street at a higher cost.
