APPOINT Supervisor Federal D. Glover as the Contra Costa County Board of Supervisors
representative to the California State Association of Counties (CSAC) board of directors for
the one year term of office commencing November 17, 2009, as recommended by Board
Chair Susan A. Bonilla.
APPOINT Supervisor Susan A. Bonilla as the alternate representative to the CSAC board of
directors for Supervisor Glover, for the one year term of office commencing November 17,
2009.
FISCAL IMPACT:
No fiscal impact from this action on the County.
BACKGROUND:
Under provisions of the CSAC Constitution, members of the Board of Directors and
alternates are elected by their respective boards of supervisors to one-year terms of office
commencing with the first day of the CSAC annual

BACKGROUND: (CONT'D)
conference. (The annual conference this year began November 17, 2009.) Any member of
the Board of Supervisors is eligible for the directorship.
CSAC’s Board of Directors holds its first meeting of each year at the association’s annual
conference. The new Board of Directors will have met at the annual conference, first by
caucus (urban, suburban and rural) to nominate CSAC officers and Executive Committee
members, and again as a full Board to elect the 2010 Executive Committee and to conduct
other business. Under the CSAC Constitution, Executive Committee members are elected
from the membership of the Board of Directors.
