HomeMy WebLinkAboutMINUTES - 12012009 - C.30RECOMMENDATION(S): APPROVE Appropriation Adjustment No. 5029 authorizing new revenue in the District Attorney’s office (0242) in the amount of $344,665 from state and federal grant awards and $703,524 from the General Fund-Reserve for Contingencies and appropriate both for staffing restorations in the District Attorney’s office. FISCAL IMPACT: The General Fund cost is $1,750,020 annually – $877,138 in fiscal year 2009/10; 80% General Fund Reserve and 20% from increased grant revenue. The District Attorney’s office received additional grant awards in the amounts of $200,000 from the Violence Against Women Vertical Prosecution program grant, $95,665 from the Regional Anti-Drug Abuse program and $49,000 in Worker’s Compensation Insurance Fraud funding. BACKGROUND: It is the Board of Supervisor’s desire and intent to preserve misdemeanor prosecution in Contra Costa County for as long as is fiscally prudent. With that in mind, the County Administrator has worked with the District Attorney to determine minimum required staffing for misdemeanor prosecution. A bare bones staffing plan has been developed that includes the addition of 4.0 FTE Deputy District Attorney- Basic positions beginning in December, 2009 and 7.0 FTE Deputy District Attorney-Fixed Term positions beginning in March, 2010. These positions are intended to replace the majority of the fixed term positions which would have been laid-off or completed contracts in December, 2009. In addition, funding of 4.0 FTE temporary attorney positions has been recommended for the months of January and February to minimize the workload impact to the department prior to hiring the 7.0 FTE Deputy District Attorney-Fixed Term positions described above. The funding for these staffing restorations is proposed to come from the General Fund Reserve in fiscal year 2009/10.
