Designate two of the consumer seats on the Mental Health Advisory Board as "Direct Consumer" seats. 2. For purposes of one of the Direct Consumer seats on the Mental Health Advisory Board, define Direct Consumer as: "an individual who is a resident of Contra Costa County and who has had repeated contact with the public mental health system of Contra Costa County, including, but not limited to, 24-hour services". One of the Direct Consumer appointments to the Mental Health Advisory Board shall meet this definition. 3. The other Direct Consumer appointment to the Mental Health Advisory Board shall meet the following definition: "an individual who is a resident of Contra Costa County who has received mental health services from a city or county Short-Doyle program, or any of its contract agencies, a state hospital , or any public or private non- profit mental health agency". 4. Authorize the Mental Health Advisory Board to advertise for, screen, and nominate to the Internal Operations Committee individuals for appointment to the two currently vacant consumer seats on the Mental Health Advisory Board which are hereafter designated as "Direct Consumer" seats. The Mental Health Advisory Board is to complete its screening and nomination process by March 28 and is to forward its recommendations, along with the applications of all applicants for these seats, to the Internal Operations Committee, which will consider the Mental Health Advisory Board's recommendations on April 8, 1985. BACKGROUND: On December 4, 1984, the Board directed the Health Services Director, or his designee, to meet with the Mental Health Advisory Board and all other organizations that have expressed an interest in having a direct consumer of mental health services on the Mental Health Advisory Board in order to develop a consensus on a definition of "direct consumer", and to determine whether one or two seats should be reserved for a "direct consumer". The Chair of the Mental Health Advisory Board has forwarded our Committee a letter dated February 4, 1985 recommending that two seats be reserved for direct consumers and proposing definitions for each of the direct consumer seats. On February 11 , our Committee met with the Chair of the Mental Health Advisory Board, staff from the Health Services Department, the Executive Director of the Mental Health Association, and several mental health consumer advocates. It was clear that a consensus had been worked out which is acceptable to all parties. Mse2/�-es BY DEPUTY -2- eventually three consumer seats would be dedicated to direct consumers with two of the seats dedicated to individuals who meet the definition in recommendation No. 2 above and one of whom would meet the definition in recommendation No. 3 above. There were also expressions of concern about the length of time the recruitment and screening process might take. We reached general agreement on the timeframe outlined above under which our Committee will receive and consider the recommendations of the Mental Health Advisory Board on April 8, 1985. We, therefore, recommend approval of the above recommendations.
