APPROVE and AUTHORIZE the Public Works Director, or designee, to submit an
extension request to California Department of Transportation, Bicycle Transportation
Account Division for the extension of funds allocated for the Viera Avenue Bike Lanes
project.
FISCAL IMPACT:
In 2007, the Public Works Department was allocated state funding for the Viera Avenue
Bike Lanes project through the Bicycle Transportation Account (BTA) Program. This
extension request allows continued use of the funds for the project. There is no fiscal
impact to the General Fund.
BACKGROUND:
The Viera Avenue Bikes Lanes project was awarded $511,000 in state grants through the
Bicycle Transportation Account program for Fiscal Year 2007/2008. The project widens
Viera Avenue between East Eighteenth Street and Wilbur Avenue to a 32- foot pavement
width to provide 12-foot travel lanes and 4-foot shoulders.

Subject:Extension request for use of Bicycle Transportation Account (BTA) funds awarded to Viera Avenue Bike
Lanes, Antioch area.
BACKGROUND: (CONT'D)
In order to retain funds, the project would need to be awarded for construction by June 30,
2010. The project is progressing to meet the date, however, the project entails coordination
with utilities and Burlington Northern Santa Fe Railroad (BNSF) for improvements across
existing railroad tracks. BNSF Railroad coordination has been slow due to California Public
Utilities Commission (CPUC) requirements. This led to additional field meetings and
updating our estimate and agreement with the CPUC and BNSF, which added at least 4-6
months to the project. We have executed a final agreement with BNSF to complete their
portion of the construction work across the track and we are now continuing our efforts to
advertise and construct the project in the coming construction season. However, in order to
ensure these funds are available, Public Works recommends requesting a funding extension.
CONSEQUENCE OF NEGATIVE ACTION:
An extension request for the funds awarded for the Viera Avenue Bike Lanes project will
not be submitted and those funds will not be available for construction of the project.
