APPROVE Appropriation and Revenue Adjustment No. 5021 authorizing new revenue in
the amount of $128,908 from the State of California, 2008 Homeland Security Grant
Program grant for the purchase of homeland security related services and equipment in the
Office of the Sheriff. (Catalog of Federal Domestic Assistance # 97.067)
FISCAL IMPACT:
This action increases revenue and appropriations by $128,908. There is no change in net
county cost. CFDA #97.067
BACKGROUND:
The 2008 Homeland Security Grant provides the Contra Costa County Operational Area
with $2,256,607. All projects and expenditures funded by the 2008 Homeland Security
Grant were selected based on an assessment of Operational Area needs by first responders
within the County, including law enforcement, the fire service, and health disciplines. The
Anti-Terrorism Approval Body (Approval Authority) gives approval for all expenditures
funded by Homeland Security Grants. The California Office of Homeland Security

the Approval Authority for the Contra Costa County Operational Area to include the
following individuals: Dr. William Walker, County Public Health Director; Chief Keith
Richter, County Fire Chief; Chief Jim Parrott, Municipal Fire Chief; Sheriff Warren
Rupf, County Sheriff; Chief David Cutaia, Martinez Chief of Police. The
recommendations of the local Approval Authority are submitted and approved by the
Governer's Office of Homeland Security.
