APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute a contract amendment
extension with The Williams Group, Inc., effective September 30, 2009, to increase the
payment limit by $33,750 to a new payment limit not to exceed $255,000 and to extend the
term from September 30, 2009 to December 31, 2009 to provide employment services to
out-of-school youth in North Richmond.
FISCAL IMPACT:
$255,000: 100% Federal Workforce Investment Act Youth Funding
BACKGROUND:
In July of 2008, the Employment and Human Services Department, on behalf of the
Workforce Development Board of Contra Costa (WDB) and The Youth Council, awarded

Services
BACKGROUND: (CONT'D)
under the open bid process for out-of-school youth services as mandated by the Workforce
Investment Act (WIA). The Youth Council and WDB awarded a contract for these services
to The Williams Group, Inc.; services include Work Experience, Information and Referral,
and Foster Youth Case Management Services to out-of-school youth in North Richmond.
This contract amendment extension will allow the WDB and its North Richmond
Empowerment Center partners to continue program design, service enhancement planning,
and to deliver regular year-round services to youth in North Richmond. (#18-154-4)
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The contract supports all five of the community outcomes established in the Children’s
Report Card: 1)”Children Ready for and Succeeding in School”, 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”, 3) “Families that are Economically
Self-Sufficient”, 4) “Families that are Safe, Stable and Nurturing”, and 5) “Communities
that are safe and Provide a High Quality of Life for Children and Families by training and
providing employment opportunities for youth.
