APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute an Interagency Agreement with the Housing Authority of Contra Costa in an
amount not to exceed $7,623,000 for the Subsidized Employment and Training Program for
Welfare-to-Work clients for the term October 1, 2009 through September 30, 2010.

FISCAL IMPACT:
100% American Recovery and Reinvestment Act funding.
BACKGROUND:
The Subsidized Employment and Training Program (SET) will make employment slots
available to eligible Welfare-to-Work clients. These entry level work slots will be with
various employers throughout Contra Costa County in a variety of different employment
venues in public, private and non-profit job sectors. Eligible Welfare-to-Work clients will
take part in an assessment and orientation process to determine appropriate placement. The
participants will work an average of 30 hours with a maximum of 40 hours a week, for

The contract will support three (3) of the five (5) community outcomes established in the
Children's Report Card, "Families that are Economically Self Sufficient"; (4) Families that
are Safe, Stable and Nurturing; and, (5) Communities that are Safe and Provide a High
Quality of Life for Children and Families", by providing subsidized employment and
training to Welfare-to-Work participants to enhance skills and employability for movement
toward self-sufficiency.
