APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute an agreement with the State of California, Office of Systems Integration, to pay
County an amount not to exceed $358,447 for County's provision of a Consultant Service
Matter Expert (SME) for the period of October 1, 2009 through October 31, 2012.
FISCAL IMPACT:
$358,447 County to receive reimbursement funding from the State of California, Office of
Systems Integration, for the wages and benefits of County Consultant Subject Matter Expert
provided to the State by County. No County match.
BACKGROUND:
The Employment and Human Services Department, Children and Family Services Bureau,
requests authorization to execute an agreement with the State of California, Office of
Systems Integration, to provide County Consultant Subject Matter Expert (SME) services.
In consideration for those services provided by the County SME, the State will pay the
County for salary and benefits of the SME and a County Administrative Fee of ten percent
(10%) for County administrative services

BACKGROUND: (CONT'D)

Under the direction of the Project Manager of the Office of System Integration (OSI) Child
Welfare Services Web Project (CSI/Web), and the Program Manager of the California
Department of Special Services (CDSS) Case Management System Branch the SME will
perform analytical and technical work on the County implementation of the CWS/Web
solution.
For the term of the agreement or until terminated by either party to the agreement, the
County Consultant SME work site will physically be located at the Office of Service
Integration, CWA/Web Project Office, Sacramento, CA. Duties may require the County
Consultant SME to travel occasionally to other locations throughout the State as directed by
the Project Manager of the OSI CWS/Web Project and/or the Program Manager of the
CDSS, CMS Support Branch. Reimbursement will be made by the OSI to County for such
requested travel expenses.
