APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute a contract amendment
extension with Contra Costa County Office of Education, effective May 1, 2009, to increase
the payment limit by $487,332 to a new payment limit not to exceed $882,117 and to extend
the term from June 30, 2009 to September 30, 2009 to utilize American Recovery and
Reinvestment Act (ARRA) Youth funding to provide Summer Youth Employment
opportunities to in-school youth countywide.
FISCAL IMPACT:
$882,117: No County Costs, 100% Federal: 62% Workforce Investment Act (WIA) Youth,
38% ARRA Youth.
BACKGROUND:
Workforce Development Board of Contra Costa (WDB) and the Youth Council, awarded
this Interagency Agreement to the Contra Costa County Office of Education under the open
bid process, Request for Interest 1100, for in-school and follow-up youth services as
mandated by the Workforce Investment Act (WIA). The Youth Council and WDB awarded

services. Services include vocational assessment, job and apprenticeship placements,
employment credentialing, career preparation services, job retention support, mentoring and
individualized program planning, and Foster Youth Case Management Services.
This contract amendment extension adds ARRA youth funds for the implementation of the
2009 Summer Youth Employment Program (SYEP). The ARRA funds were awarded to us
in late April 2009 for a SYEP start date of May 1, 2009. The Contra Costa County Office of
Education contract is being extended through September 30, 2009 to accommodate the May
1, 2009 through September 30, 2009 ARRA SYEP period, as defined and required by
ARRA. The original contract (11/1/08 -6/30/09) was for the provision of regular,
year-round WIA formula youth program services to 190 in-school youth countywide. This
amendment adds ARRA funds to provide summer youth employment program services to
450 additional in-school youth countywide
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
Services to be offered through these contracts directly support two of the Children’s Report
Card community outcomes: 1) “Children Ready for and Succeeding in School”; and, 2)
“Children and Youth Healthy and Preparing for Productive Adulthood”.
