HomeMy WebLinkAboutMINUTES - 10062009 - C.58RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board, to execute a contract amendment with the Housing Authority of Contra Costa County, effective May 2, 2009, to increase the total payment limit by $102,500 to a new payment limit of $1,399,976, with no change in the contract term of May 1, 2009 through October 31, 2009 to provide Summer Youth Program payroll and Employer of Record services for youth 14 to 24 years of age. FISCAL IMPACT: No County Costs: 99% Federal American Reinvestment and Recovery Act (ARRA) Youth Funds; 1% Community Services Block Grant Funding ($99,000) and Clorox Foundation Funding ($3,500). BACKGROUND: (CONT'D) ARRA funding from the Department of Labor to implement the Summer Youth Employment Program under the regulations of the Workforce Investment Act. This contract will establish the Housing Authority of Contra Costa County (Agency) as the Employer of Record providing general liability and workers compensation insurance to enrolled youth ages 14 to 24. Under this contract the Housing Authority will administer payroll to youth employed in worksites throughout Contra Costa County. This amendment will add $102,500 of additional payroll funds; $99,000 from Community Services Block Grant Program, and $3,500 Clorox Foundation funding to be paid directly to youth employed in worksites throughout Contra Costa County. (18-226-1) CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: This contract supports five of the community outcomes established in the Children’s Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families,” by providing summer employment opportunities and job skills for youth ages 14-24.
