Approve and authorize the Health Services Director, or his designee (Patricia Tanquary), to
execute, on behalf of the County, with Contract 27-603-6 with Judith A. Louro (dba Judith
A. Louro Consulting), a self-employed individual, in an amount not to exceed $118,434, to
provide consulting services to the Department with regard to various Contra Costa Health
Plan Committees, for the period from October 1, 2009 through September 30, 2010.
FISCAL IMPACT:
This Contract is funded 100% by Contra Costa Health Plan member premiums. Costs
depend upon utilization.
BACKGROUND:
On October 14, 2008, the Board of Supervisors approved Contract #27-603-5 with Judith
A. Louro (dba Judith A. Louro Consulting), for the period from October 1, 2008 through
September 30, 2009, to provide consultation and technical assistance to the Health Plan with
regard to the Local Initiative and other Health Plan programs including evaluation of the
Local Initiative, attending meetings with the State Department of Health Services, and
making presentations to Health

Plan participating providers to maintain compliance with State regulations and requirements.
Approval of Contract #27-603-6 will allow the Contractor to continue to provide consulting
services to the Department with regard to various Contra Costa Health Plan Committees
including the Executive Committee, Administrative Coordinating Committee, Health Plan
Coordinating Committee, Benefits Interpretation Manual Committee and the Fraud
Committee, through September 30, 2010.
