APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to issue a Request for Proposal (RFP #1112) for telephone based and in-person interpreter
and document translation services in an amount not to exceed $600,000 for the period April
1, 2010 through March 31, 2011.
FISCAL IMPACT:
$600,000: Administrative Overhead (20% County, 40% State, 40% Federal)
BACKGROUND:
State and Federal regulations governing the administration and implementation of
Employment and Human Services Department (EHSD) Programs require that interpreter
and translation services are available to meet the needs of non-English speaking clients.
Contra Costa County has a diverse population whose primary language is other than
English. These languages include Korean, Laotian, Tagalog, Russian, Farsi, Afghani,
Vietnamese, Spanish, and others.

This contract supports all of the community outcomes established in the Children’s Report
Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy
and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by providing
translation services to assist the multi-lingual population.
