APPROVE and AUTHORIZE the District Attorney, or designee, to submit an application
and execute a grant award agreement and any extensions or amendments thereof, pursuant
to State guidelines, with the California Emergency Management Agency in an amount not to
exceed $678,468 for funding of the Regional Anti-Drug Program for the period July 1, 2009
through June 30, 2010.
FISCAL IMPACT:
$678,468 Countywide; $248,788 to the District Attorney for prosecution services, $213,128
to the Office of the Sheriff for forensic services, and $216,552 to the Probation Department
for supervision services. Pursuant to State guidelines, the Program is governed by a
Steering Committee composed of the District Attorney, Sheriff-Coroner, County Probation
Officer, and County Drug Administrator, which allocates funding among participating
departments.

Subject:Approval to Submit Regional Anti-Drug Program Grant Application
BACKGROUND: (CONT'D)
and funds three components including the District Attorney, Sheriff-Coroner and County
Probation Department. As in prior funding cycles, the State requires that a single application
be submitted for each County; therefore, the District Attorney is submitting an application
on behalf of the Contra Costa County. The program will continue to concentrate on a
prioritized and integrated drug enforcement effort coordinated through State-led Narcotics
Enforcement Teams operating in the County. Grant activities focus on mid and high-level
narcotics dealers and manufacturers, violent and repeat offenders, and drug trafficking
gangs and organizations, to interdict the importation, manufacture and distribution systems
which have, in recent years, become more sophisticatd in their methods of operations.
Grant Conditions require that the County accept responsibility for any liability arising out of
the performance of the grant award, including civil actions for damages, and supplantation
is prohibited.
