APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with the State of California Employment Development
Department Workforce Services Division, Workforce Investment Act, Master Subgrant
Agreement R970532, Modification No. 4, to increase the payment limit by $39,497 to a
new payment limit of $12,462,756 for the California Department of Corrections and
Rehabilitation New Start Program funds.
FISCAL IMPACT:
$12,462,756: No share of costs. 100% Federal Workforce Investment Act (WIA) funding,
(CFDA 17-259).

The California New Start Program is a collaborative project that utilizes the resources and
service delivery mechanisms

BACKGROUND: (CONT'D)
of the California Department of Corrections (CDRC), Labor and Work force Development
Agency (LWDA), California and Workforce Investment Board (CWIB), Employment

addition, the program attempts to enhance the employability of parolees and their access to
employment opportunities in their home communities.
