ADOPT Position Adjustment Resolution Number 20721 to add six (6) Child Support
Specialist I (SMWF) positions; cancel one (1) Attorney Advanced Child Support Services
(29TA) vacant position #11285, one (1) Child Support Assistant (J9VA) vacant position
#3655; and one (1) Account Clerk-Experienced (JDVC) vacant position #11637 in the
Child Support Services Department.
FISCAL IMPACT:
The cost of this action will be offset by the cost savings acquired by the cancellation of
existing funded positions. These postions are a zero cost to the County General Fund, as
this department is fully funded by 66% Federal and 34% State funds.
BACKGROUND:
The department recognizes the need to reorganize staffing to address the current business
priority. The California State Department of Child Support Services has identified Early
Intervention efforts as a priority in increasing collections. The department's early
intervention efforts are designed to reduce/prevent payment deliquencies by establishing

the involved parties from the onset of case opening. Once the communications are
established, the department takes the opportunity to explain the case opening process and
address any concerns that a party may have. The flow of communication is kept open
with payment reminders either via telephone call or email. The deprtment has the ability
to reinterate the importance of meeting the obligation and can offer resources to assist in
this area. At the current staffing levels, the department does not have the ability to
dedicate workers specifically for this effort.
These efforts require additional staffing to be able to provide this level of service to our
clients. The addition of six Child Support Specialist I positions can support this business
priority. These positions are a zero cost to the County General Fund; the positions will be
funded 66% Federal and 34% State.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not have the ability to dedicate
adequate staffing towards early intervention efforts.
