HomeMy WebLinkAboutMINUTES - 10062009 - C.29RECOMMENDATION(S): ADOPT Position Adjustment Resolution #20625 to establish the classification of Health Plan Authorization Technician (VRTA) (represented), and allocate the class to the salary schedule at salary level 3RX 1119 ($3,227.15 - $ 4,121.21); REALLOCATE nine Medical Records Technician (VNTB) positions (represented) in the Health Services Department/Contra Costa Health Plan Authorization Unit to the new Health Plan Authorization Technician classification; and give incumbents in these positions status in the new classification pursuant to Sections 304 and 305.2 of the Personnel Management Regulations; and ADOPT Resolution No. 2009/456 to allow incumbents to carry seniority accrued as a Medical Records Technician to the new classification in accordance with the Personnel Management Regulation, Section 1205. FISCAL IMPACT: There is no cost associated with this action. The salary level for the newly established classification mirrors the salary level of the Medical Records Technician classification. Currently, there are a total of nine Medical Records Technician positions authorized in the Contra Costa Health Plan/Authorization Unit in Health Services. Over the years, Contra Costa Health Plan (CCHP) has had to implement and adapt to many operational changes in the managed care field. The establishment of the Health Plan Authorization Technician classification is necessary to properly reflect the duties/responsibilities currently being performed by the aforementioned Medical Records Technicians, which include: knowledge of federal and state programs, Medicare and Medi-Cal, and health plan coverages and benefits, as well as training on new software programs to process and prepare requests for medical services or non-preferred drug requests. Additionally, acquire additional data/documentation for medical staff review for all denied requests, and for approved requests prepare and send to Patient Accounting for payment. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the aforementioned incumbents will continue to perform outside the scope of their current duties and not be properly classified.
