HomeMy WebLinkAboutMINUTES - 10062009 - C.26RECOMMENDATION(S): Adopt Position Adjustment Resolution No. 20728 to add one (1) permanent full-time Airport Office Assistant (9BSA)position at salary level 3R5-1193 ($3,481 - $4,231) to the Airport Division of the Public Works Department. FISCAL IMPACT: Annual cost of this position is approximately $45,867, to be partially offset by the elimination of a contracted position. The annual net cost of approximately $2,867 will be funded by Airport Enterprise Fund. The Airport Enterprise fund is the separate operating fund of the airports and generates revenues through federal grants, airport leases and airport-related operations. This action will have no fiscal impact to County general fund. BACKGROUND: The Airports Division of Public Works currently has one (1) temporary contract Administrative Intern who is responsible for noise abatement, community outreach and environmental issues. The Airport is a 24/7 operations and this position is very critical to the day-to-day operations of the airport. Bueren, Public Works Director/Chief Engineer Date:October 6, 2009 Contra Costa County Subject:Add one full-time Airport Office Assistant (9BSA) In response to the fiscal challenges brought about by the State budget, there is a move within the Public Works Department to terminate all contract and temporary employees. Although the Airports Division falls within Public Works, its operating budget is not dependent on the State budget or the county general fund. Airport operations are funded 100% by the Airport Enterprise Fund, which rely on airport revenues and federal grants. In fact, the Airport Enterprise fund is expected to realize a surplus of approximately $300,000 at the close of FY 2008/09. To remain consistent with county and Public Works Department's policy with regards to the use of contract and temporary employees, the Airport Division is proposing to terminate the contracted (temporary) administrative intern position and replace it with a BACKGROUND: (CONT'D) permanent, full-time Airport Office Assistant. The division is already strained in its ability to meet existing administrative workload demands in the areas of operations, noise abatement, environmental issues, community outreach, real property and budget planning, and their staffing needs would be better served by having a permanent employee perform the critical functions of this position. The permanent Airport Office Assistant will be able to provide a consistent, broader range of responsibilites, giving more staffing flexibility to the Airport Division. There is adequate funding within the Airport Enterprise fund to support this additional position. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the department will continue be challenged in meeting the increase in work; the position would be better served replacing the exisiting temporary Administrative Intern with a permanent employee.
