APPROVE and AUTHORIZE the Director of Airports, or designee, to execute a 12 month
extension to the long form standard contract for consulting services with Glover &
Associates, from May 22, 2009 to May 22, 2010, in the original contract amount of
$125,247 for the Buchanan Field Airport Security Upgrade Design, Airport Improvement
Program (AIP) Project No. 3-06-0050-12. Pacheco Area.
FISCAL IMPACT:
There is no impact on the General Fund. The total contract cost for the Security Upgrade
Design is approximately $125,247, of which $3,287 is from the Airport Enterprise Fund,
$2,975 from CALTRANS, and $118,985 is funded from FAA Airport Improvement
Program. The contract extension is only for additional time and no additional funding is
required to complete the project.

On May 22, 2007, the Board of Supervisors authorized the execution of a two year contract
with Glover & Associates Inc, to complete security upgrade design for Buchanan

Subject:APPROVE AND AUTHORIZE Director of Airports to extend a contract with Glover & Associates, Inc. for
the Buchanan Field Airport Security Upgrade Design
BACKGROUND: (CONT'D)
Field Airport as part of an Airport Improvement Program (AIP) grant.
The Public Works Department has been working with Glover and Associates to complete
the design of the security upgrades for Buchanan Field Airport. The final portion of the
project is the preparation of construction bid documents for the proposed upgrades,
which include new vehicle and pedestrian gates, access control system, fencing and
closed circuit television system.
Concurrently the Public Works Department has been working to develope its new
Disadvantage Business Enterprise / Underutilized Disadvantage Business Enterprise
(DBE/UDBE) participation goals for construction projects. They are expected to be
adopted by the Board in October of this year. Bidding of the project has been on hold
until the new DBE/UDBE participation goals could be approved by the Federal Aviation
Administration (FAA) and Board.
On May 22, 2007, the Board authorized Airport staff to enter into a long form standard
contract (Contract) for consulting services with Glover & Associates, Inc. The Contract
had a two year term which ended on May 22, 2009. Due to the time required to study,
prepare and receive approval for the new DBE/UDBE additional time is required to
complete the work under this contract. Specifically, the final changes to the construction
bid documents and engineering support services during the contractor bidding and
selection process. As a result, the Contract needs to be extended by twelve (12) months,
or until May 22, 2010, to provide sufficient time to complete the project.
The total project amount is $125,247 inclusive of the Federal Aviation Administration
(FAA) grant and local match funds. The contract extension is only for additional time; no
additional funds are needed.
CONSEQUENCE OF NEGATIVE ACTION:
If the consultant contract is not extended with Glover & Associates, Inc., then the
Buchanan Field security upgrades will not be completed as required by the FAA grant.
