Twa, BY:June McHuen , Deputy RECOMMENDATION(S): ACKNOWLEDGE the Contra Costa Local Agency Formation Commission report, Municipal Service Review: Fire and Emergency Medical Providers, dated April 1, 2009. ACKNOWLEDGE that the East Contra Costa Fire Protection District has reported that it lacks the financial ability to deliver services at a service level equal to neighboring districts. Agenda RECOMMENDATION(S): (CONT'D) ACKNOWLEDGE that previous discussions to resolve fire protection and local governance issues relating to fire protection services in East Contra Costa County have stalled. DIRECT Interim Fire Chief, Contra Costa County Fire Protection District and Acting Fire Chief, East Contra Costa Fire Protection District to work collaboratively to identify actions that can be taken to improve service efficiencies; identify and potentially implement cost savings in East Contra Costa County Fire Protection District to address near and long term service level needs, response times and local governance issues while recognizing the standards of practice with the existence of mutual aid. FISCAL IMPACT: The East Contra Costa Fire Protection District will continue to lack the financial ability to deliver services at an adequate service level. BACKGROUND: East Contra Costa Fire Protection District is responsible for emergency medical services (EMS), fire suppression, rescue, hazardous conditions, and all other emergency and non-emergency calls for service. It is responsible for ensuring that the citizens are served through an efficient and effective system of services designed to protect life, environment, and property. Part of this system includes staffing and maintaining eight fire stations located in all of the district's major regions. There is an additional station (Marsh Creek Territory) where the District has a contract with CalFire for the provision of services during the non-fire season. More than seventy-five percent of the calls for service are responses to medical emergencies. Firefighting related calls equal ten percent of the overall responses. The remaining calls range from hazardous material responses, to rescues, and public assist requests. In April 2009, the Contra Costa Local Agency Formation Commission issued, Municipal Service Review: Fire and Emergency Medical Providers. The report confirmed the East Contra Costa Fire District lacks the financial ability to deliver services at a level equal to neighboring fire districts. Meetings over the past several years attempted to resolve fire protection issues and bring local governance to the local area. While there was a consensus to move toward local governance in spring 2008, discussions stalled before a final agreement was in place.
