HomeMy WebLinkAboutMINUTES - 09222009 - C.79RECOMMENDATION(S): ADOPT Resolution No. 2009/459, approving standards for the application process for the General Assistance Program designed to meet the Board’s goal of reducing the time it takes to determine an applicant’s eligibility for aid. FISCAL IMPACT: The adoption of these program changes will necessitate increases in staffing. Additional applications being received has and will continue to increase General Assistance aid payments. These costs are 100% County General Fund but will be offset to an unknown extent due to reimbursements for those individuals who are deemed eligible for Supplemental Security Income (SSI) payments. BACKGROUND: The General Assistance Program is governed by the Welfare and Institutions Code (WIC) Sections 17000, et seq. The Board of Supervisors establishes the standards of aid and care for the indigent and dependent poor in Contra Costa County. The County’s General Assistance program is administered by the Department of Employment and Human Services. Based on its program review, the Department recommends and is prepared to implement the following program changes: BACKGROUND: (CONT'D) The Department will act promptly to determine whether an applicant is eligible to receive general assistance within forty-five days following the date of application, unless the applicant causes the process to be delayed beyond forty-five days. 1. Applicants who are granted aid will be entitled to general assistance payments as of the date the application was filed with the Department. 2. Applicant participation in job search activities will not be a condition for determining the applicant’s ability to receive aid. 3. Applicants who state they cannot work due to a disability will not be required to provide medical verification prior to a decision to grant general assistance. 4. ATTACHMENTS Resolution #2009/459
