APPROVE AND AUTHORIZE the Employment and Human Services Director, or
designee, on behalf of the Workforce Development Board, to execute a non-financial
agreement with New Horizons Career Development Center to support the coordination of
service and training to all populations using the Contra Costa County One-Stop Career
Centers and affiliate sites and support the use of SMARTware computer software at the
sites including mutual indemnification against any claim arising out of the performance of
this agreement for the period of August 1, 2009 through July 31, 2011.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Employment and Human Services, Workforce Development Board, encourages the
coordination and collaboration with public entities, non-profits and private organizations to
address the employment and training needs of the residents of Contra Costa County.
Multiple sites, which include the Contra Costa One-Stop Centers and affiliate centers have
been developed to provide

BACKGROUND: (CONT'D)

All sites have access to and requirements to use SMARTware computer software, to
standardize and capture information for documentation specific to assessment, training and
subsequent job development and reporting processes. The use of SMARTware facilitates
standardized processes for reporting and assessment of training needs, ongoing
development, and service delivery.
