HomeMy WebLinkAboutMINUTES - 09222009 - C.76RECOMMENDATION(S): ACKNOWLEDGE submission of an application for $1,400,000 to the California Housing Finance Agency (CalHFA) for Mental Health Services Act (MHSA) funds for the Lillie Mae Jones Plaza development in Richmond. FISCAL IMPACT: No General Fund impact. MHSA funds are provided to the County on a formula allocation basis through the State Department of Mental Health. BACKGROUND: In September 2008, the County assigned $9,130,800 in MHSA Housing Program funds to CalHFA to administer on behalf of the County. These funds are to support the development and operation of affordable housing for members of the MHSA target population who are homeless or at risk of homelessness. In order to access these funds, the County must submit project specific applications to CalHFA. The development BACKGROUND: (CONT'D) involves the new construction of 26 units on three contiguous lots between 1st and 2nd Streets on MacDonald Avenue in the City of Richmond. The development will include one, two, three and four bedroom units, along with a community room and a manager’s office. On May 15, 2007, the Board of Supervisors allocated $293,884 in County “one-time” MHSA funds to this project. CHDC needs additional MHSA funds to make this project feasible. The request for $1,400,000 includes $600,000 for construction and up to $800,000 for operating costs. The project has also been awarded 20 project based Section 8 vouchers through the Richmond Housing Authority. The MHSA operating subsidy would be available if the Section 8 subsidy contract is not renewed in the future. It will also cover a portion of the costs of a service coordinator. The units will be affordable to and occupied by extremely-low income households. Thirteen of the units will be designated as supportive housing units for the homeless and disabled. Of those units, eight will be designated for persons living with mental illness and five will be designated for persons HIV/AIDs. The preliminary development budget for this project is $12,468,844. Additional sources of funds include City of Richmond ($4,124,074), HOPWA ($300,000), MHP ($2,583,332), tax credit assistance program ($3,741,740), AHP funds ($500,000), and CalREuse ($289,589). As required by the State, a project summary was posted on the Mental Health Division MHSA website for 30 days for public comment. No comments were received from the public during this period. CHDC/EBALDC intend to begin construction in the early fall.
