HomeMy WebLinkAboutMINUTES - 09222009 - C.63RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board (WDB), to execute a contract amendment with The Williams Group, Inc., effective May 1, 2009, to increase the payment limit by $131,250 to a new payment limit not to exceed $221,250 and to extend the term from June 30, 2009 to September 30, 2009 to provide summer employment services to out-of-school youth. FISCAL IMPACT: $221,250 100% Federal; 56% Workforce Investment Act funding ($123,750), 44% ARRA Youth Funding ($97,500). BACKGROUND: In July of 2008, the Employment and Human Services Department, on behalf of the Workforce Development Board of Contra Costa (WDB) and The Youth Council, awarded contracts under the open bid process for out-of-school youth services as mandated by the Workforce Investment Act (WIA). BACKGROUND: (CONT'D) This contract amendment adds ARRA youth funds for the implementation of the 2009 Summer Youth Employment Program (SYEP). The ARRA funds were awarded in late April 2009 for a SYEP start date of May 1, 2009. The Williams Group, Inc. contract is being extended through September 30, 2009 to accommodate the May 1, 2009 through September 30, 2009 ARRA SYEP period, as defined and required by ARRA. We are also extending the contract term and adding WIA formula youth funds for the provision of regular WIA formula youth program services to out-of-school youth in North Richmond. The amendment will allow the WDB and its North Richmond Empowerment Center partners to continue program design and service enhancement planning. This amendment adds ARRA youth funds to provide summer youth employment program services to 100 out-of-school youth and adds WIA formula youth funds to continue regular, year-round services to 45 out-of-school youth in North Richmond. (#18-154-3) CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The contract supports all five of the community outcomes established in the Children’s Report Card: 1)”Children Ready for and Succeeding in School”, 2) “Children and Youth Healthy and Preparing for Productive Adulthood”, 3) “Families that are Economically Self-Sufficient”, 4) “Families that are Safe, Stable and Nurturing”, and 5) “Communities that are safe and Provide a High Quality of Life for Children and Families by training and providing employment opportunities for youth.
