Subject:2009-10 We Care Services General Childcare (State) and Early Head Start Enhancement (ARRA)
BACKGROUND:
Contra Costa County expects to be in receipt of additional 2009-10 funding from federal
Administration for Children and Families (ACF) for Head Start programs. The funding is
part of the American Recovery and Restoration Act signed by the President on February 17,
2009. The Department has determined to contract a portion of the funds received to local
agencies for wider distribution of services to program-eligible families.
This board order approves the execution of a contract with We Care Services for Children to
provide General Childcare and Development program services for sixteen (16) preschool
children and their families. The contract also supports Early Head Start program
enhancement services for sixteen (16) children and their families.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
