APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute a contract amendment
extension with Henkels & McCoy, Inc., effective June 30, 2009, to increase the payment
limit by $99,152 to a new payment limit not to exceed $164,272 and to extend the term
from June 30, 2009 to September 30, 2009 to utilize ARRA Youth funding to provide
summer employment services to in-school youth.
FISCAL IMPACT:
$164,272; No County Costs: 100% Federal; 58% Workforce Investment Act funding
($95,253), 42% ARRA Youth Funding ($69,019).
BACKGROUND:
In July of 2008, the Employment and Human Services Department, on behalf of the
Workforce Development Board of Contra Costa (WDB) and The Youth Council, awarded
contracts under the open bid process for in-school, out-of-school, and follow-up youth
services as mandated by the Workforce Investment Act (WIA). The Youth Council and
WDB awarded contracts for these services

Youth Services
BACKGROUND: (CONT'D)
to Henkels and McCoy, Inc. Services include Work Experience, Information and Referral,
and Foster Youth Case Management Services.
This contract amendment adds ARRA youth funds for the implementation of the 2009
Summer Youth Employment Program (SYEP). The ARRA funds were awarded to us in late
April 2009 for a SYEP start date of May 1, 2009. Henkels & McCoy’s contract is being
extended through September 30, 2009 to accommodate to the May 1, 2009 through
September 30, 2009 ARRA SYEP period, as defined and required by ARRA. The original
contract (11/1/09 -6/30/09) was for the provision of regular, year-round WIA formula youth
program services to 40 in-school youth in Bay Point. This amendment adds ARRA funds to
provide summer youth employment program services to 50 additional in-school youth.

CONSEQUENCE OF NEGATIVE ACTION:

The contract supports all five of the community outcomes established in the Children’s
Report Card: 1)”Children Ready for and Succeeding in School”, 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”, 3) “Families that are Economically
Self-Sufficient”, 4) “Families that are Safe, Stable and Nurturing”, and 5) “Communities
that are safe and Provide a High Quality of Life for Children and Families by training and
providing employment opportunities for youth.
