APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with Ombudsman Services of Contra Costa, effective
September 1, 2009, increasing payment limit by $64,387 to a new payment limit not to
exceed $193,832, with no change in the contract term of July 1, 2009 through June 30, 2010
to provide Long Term Care Ombudsman Services to Seniors.
FISCAL IMPACT:
100% Federal: Older Americans Act (OAA) Title IIIB 22%, OAA Title VIIA 26%; and
Federal Penalty Citation Account 52%
BACKGROUND:
Ombudsman Services of Contra Costa provides long-term care ombudsman services for
adults including mediation and conciliation services, creation of Family Councils for
support of families of long term care residents, report investigation of physical abuse of all
dependent adult and elder residents of long term care facilities, education and training of
senior’s rights, benefits, and entitlements.

California Department of Aging (CDA) has sent notification of changes in funding
availability for Long Term Care Ombudsman services that have resulted in a net increase of
$64,387 in funds available for FY 2009/2010 for this contracted service. (#40-009-36)
