Approve and authorize the Health Services Director or his designee (Patricia Tanquary), to
execute, on behalf of the County, the following:
A. Standard Agreement (Amendment) #29-765-22 (State #04MP010, A7) with the State of
California, Managed Risk Medical Insurance Board, effective July 1, 2009, to increase the
Payment Limit by $375,228 from $5,101,395 to a new total Payment Limit of $5,476,623
and to extend the term of the agreement from June 30, 2009 through June 30, 2010, for
County’s participation in the Access for Infants and Mothers (AIM) Program; and
B. Standard Agreement (Amendment) #29-765-23 (State #06MP002, A4) with the State of
California, Managed Risk Medical Insurance Board, effective July 1, 2009, to increase the
Payment Limit by $395 from $3,276 to a new total Payment Limit of $3,671 and to extend
the term of the agreement from June 30, 2009 through June 30, 2010, for County’s
participation in the Access for Infants and Mothers (AIM) Program.

FISCAL IMPACT:
These Agreements will provide a total increase in revenue of $375,623 from the State of
California, Managed Risk Medical Insurance Board, for the Access for Infants and Mothers
(AIM) Program, for the period from July 1, 2009 through June 30, 2010. No County match
is required.
BACKGROUND:
The County has participated in the State-funded AIM Program since January 1992. This
Program provides increased access to maternity, delivery and infant care services for low
income women who have neither Medi-Cal nor private health insurance coverage.
Under this Agreement, the Contra Costa Health Plan (CCHP) provides comprehensive
medical care during a woman's pregnancy and delivery, and for sixty days post-partum. The
AIM Program also provides comprehensive medical care to the baby during their first two
years of life.
Approval of Standard Agreement (Amendments) #29-765-22 and #29-765-23 will add
funding to allow CCHP to continue participating in the AIM Program, through June 30,
2010.
