FISCAL IMPACT: No County Library match. BACKGROUND: The Contra Costa County Library continues to move forward with projects that support the key initiatives identified in the Library Strategic Plan: reading, information for lifelong learning, branding, and collaboration. One strategy is to offer a mobile library platform that offers traditional library services via Smart Phones and other hand-held devices. According to a Federal Communications Commission March 2008 report, more Californians have wireless phones than landline phones. At the end of June 2007, California had over 30.2 million wireless phone customers, and 21.4 million landline phone customers. Likewise, SRDS Lifestyle Market Analyst 2008 reports that Contra Costa County is above the national average on all counts below: BACKGROUND: (CONT'D) Own a wireless email device 31,144 8.4% index 129 (100 = average nationwide) Use wireless internet 130,880 35.3% I index 110 Own a smart cellular 57,469 15.5% index 136 With mobile technology and information delivering advancing toward the norm, a mobile library platform would offer a number of services to Contra Costa County residents on the go and reduce dependence on computer access, such as: Placing holds remotely Delivering readers’ advisory through embedded programming Providing information delivery through instant messaging, texting, and chat Managing library accounts Offering research in a format readable on mobile devices CONSEQUENCE OF NEGATIVE ACTION: None.
