APPROVE and AUTHORIZE the County Librarian to apply for and accept a Bay Area
Library and Information System (BALIS) Innovation Fund Program grant in an amount not
to exceed $60,000 to build a mobile library platform for the period FY 09/10 through FY
10/11.
FISCAL IMPACT:
No County Library match.
BACKGROUND:
The Contra Costa County Library continues to move forward with projects that support the
key initiatives identified in the Library Strategic Plan: reading, information for lifelong
learning, branding, and collaboration. One of the primary goals is to change the way the
library operates, including:
A focus outward toward target audiences;
Changes in techniques of library service delivery;
More library services delivered off-site; and,
APPROVE OTHER

Expansion of technology use, availability and complexity.
One strategy is to offer a mobile library platform that offers traditional library services via
Smart Phones and other hand-held devices. According to a Federal Communications
Commission March 2008 report, more Californians have wireless phones than landline
phones. At the end of June 2007, California had over 30.2 million wireless phone
customers, and 21.4 million landline phone customers.
Likewise, SRDS Lifestyle Market Analyst 2008 reports that Contra Costa County is above
the national average on all counts below:

Own a smart cellular 57,469 15.5% index 136
With mobile technology and information delivering advancing toward the norm, a mobile
library platform would offer a number of services to Contra Costa County residents on the
go and reduce dependence on computer access, such as:
Placing holds remotely
Delivering readers’ advisory through embedded programming
Providing information delivery through instant messaging, texting, and chat
Managing library accounts
Offering research in a format readable on mobile devices
CONSEQUENCE OF NEGATIVE ACTION:
None.
