APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract with the City of Brentwood in an amount not to exceed $100,000 for the
period July 1, 2009 through June 30, 2010 for the county to administer the Housing
Rehabilitation Loan Program.
FISCAL IMPACT:
Funding will be provided by the City of Brentwood.
BACKGROUND:
A. The County administers the housing rehabilitation loan program through its
Neighborhood Preservation Program. The purpose of the program is to offer low-interest
and zero-interest loans to low-income and very-low-income homeowners who qualify for
loan assistance under guidelines established by the U.S. Department of Housing and Urban
Development. The loans must be used to rehabilitate homes.
B. The County is currently authorized to approve loans funded by CDBG funds to eligible
applicants within

the City in any amount up to $40,000, and to approve lead paint removal grants in any
amount up to $5,000.
C. The Agency and City wish to contract with County to provide additional funding to
provide additional, larger housing rehabilitation loans to eligible homeowners within the
City. The Agency and City funding is provided by Brentwood Redevelopment Agency
(RDA) Low and Moderate Income Housing (LMIH) Set Aside funds.
D. This Agreement authorizes the County to approve loans funded by redevelopment funds
to eligible applicants within the City in any amount up to $20,000.
E. COUNTY has demonstrated experience and qualifications to operate a grant program to
fund housing rehabilitation under the Community Development Block Grant Program. The
County Neighborhood Preservation Program also administers the home rehabilitation loan
programs for the cities of Antioch, Concord, Walnlut Creek and San Pablo.
F. Each time a loan is made using redevelopment funds, the Agency will pay the County an
amount equal to 18% of the loan amount as compensation for the services provided by the
County to the Agency. This amount is compensation for all administrative and technical
services provided by the County, including the Rehabilitation Specialist’s salary,
administrative oversight, clerical assistance, and overhead costs.
G. The term of the agreement is July 1, 2009 through June 30, 2010.
