ADOPT Position Adjustment Resolution No. 20700 to reclassify two Dual Diagnosis
Program Specialist (VQWG) positions #9837 and #9839 and their incumbents from salary
level QT5 1258 ($3,712.93 -$4,513.09) to Mental Health Specialist II (VQVA) at salary
level QT2 1284 ($3925 - $5,545.92) in the Health Services Department, Mental Health
Division.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of $36,000; no net County cost.
Funding provided by State Department of Rehabilitiation contract.
BACKGROUND:
As a result of the 2009 labor negotiations with Public Employees Union, Local 1, the Health
Services Department agreed to review the duties/responsibilities of two Dual Diagnosis
Program Specialist incumbents. Human Resources also reviewed both the specifications for
the Dual Diagnosis Program Specialist and Mental Health Specialist II classifications, the
incumbent's completed Position Description Questionaires and applications. The primary

Subject:Reclassify (2) Dual Diagnosis Program Specialists (VQWG) to Mental Health Specialist II (VQVA)
BACKGROUND: (CONT'D)
Dual Diagnosis Program Specialist are to provide treatment, counseling, case
management, outreach, and program support to mentallly disablied clients with
chemically dependeny and/or substance abuse issues. Mental Health Specialist II are
responsible for providing a broad range of mental health and community support
services. Human Resources has determined and concluded that the aforementioned
incumbents were performing outside the scope of their current classification. Promotion
of the two incumbents will be accomplished under provisions of PMR, Section 503,
Promotion by Reclassification without Examination. Both the incumbents and the action
proposed meet all requirements imposed by that Section.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the incumbents will continue to perform higher-level duties
outside the scope of their current classification and will not be appropriately compensated.
