ADOPT Position Adjustment Resolution Number 20727 to add one full-time Deputy
Probation Officer III position in the Probation Department to staff the Adult Felony Drug
Court in partnership with the Superior Court.
FISCAL IMPACT:
$136,000 annually; $102,000 in fiscal year 2009/10. 73.5% Federal, 26.5% County for a
grant period of two fiscal years. The Probation Department has been awarded a federal grant
from the Office of Justice Programs, U.S. Department of Justice in the amount of $200,000
($100,000 per year for two years) to fund one deputy probation officer for an adult felony
drug court to be conducted by the Contra Costa Superior Court.
New revenue from this grant will be appropriated into the Probation Department's operating
budget as part of the 2009/10 budget re-balance. The Probation Department may be able to
qualify for additional State and Federal funding opportunities, such as Offender Treatment
Program (OTP) funding, by maintaining a drug court within the County.

Subject:Drug Court Discretionary Grant Deputy Probation Officer Position
BACKGROUND:
On July 15, 2009 the Board of Supervisors authorized the County Probation Officer to
apply for and accept a Drug Court Discretionary Grant from the U.S. Department of
Justice, Office of Justice Programs, in the amount of $200,000 to enhance and strengthen
the Contra Costa County Adult Felony Drug Court for the period July 1, 2009 through
June 30, 2011. This action is proposed to create a Deputy Probation Officer position that
will be supported by these funds. Currently, Deputy Probation Officer positions are not
slated to be impacted by re-balancing the department's 2009/10 operating budget.
CONSEQUENCE OF NEGATIVE ACTION:
The County Probation department will not have the grant funds to create the Deputy
Probation Officer position. This position will support the Contra Costa County Adult
Felony Drug Court.
