FISCAL IMPACT: No impact to the General Fund. The County has already received approximately $11.8 million in Proposition 1B funds and is expected to receive an additional $12.3 million in the coming years. BACKGROUND: In 2006, Governor Schwarzenegger signed a $37.3 billion package of bonds for highways, schools, levees and affordable housing. The package contained several components including Senate Bill 1266 (SB 1266), the Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006. The act, approved by the voters as Proposition 1B at the November 7, 2006 general election, authorizes the issuance of $19.9 billion of general obligation bonds to fund a variety of transportation priorities including reducing emissions and improving air quality in trade corridors, APPROVE OTHER RECOMMENDATION OF CNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE Action of Board On: 09/22/2009 APPROVED AS RECOMMENDED OTHER Clerks Notes: VOTE OF SUPERVISORS AYE:John Gioia, District I Supervisor Gayle B. ATTESTED: September 22, 2009 David J. Twa, County Administrator and Clerk of the Board of Supervisors By: EMY L. SHARP, Deputy cc: C. 1 To:Board of Supervisors From:Julia R. Bueren, Public Works Director/Chief Engineer Date:September 22, 2009 Contra Costa County Subject:Proposition 1B revised project list, Countywide. (Proposition 1B Funds) BACKGROUND: (CONT'D) highway-railroad grade separation and crossing improvement projects, state highway safety and rehabilitation projects, and local street and road improvements, congestion relief, and traffic safety projects. In addition to Proposition 1B, four other bond measures known as Proposition 1A (Proposition 42 protection), Proposition 1C (housing), Proposition 1D (education) and Proposition 1E (levees and flood protection) were included on the ballot. Of the $19.9 billion, $2 billion is designated for cities and counties to fund the maintenance and improvement of local transportation facilities. The specific allocation for each agency is based on the number of registered vehicles and the number of miles of road. Based on that formula, Contra Costa County (unincorporated) is expected to receive $24.1 million over the life of the program. In order to receive funds, counties and cities must submit a plan to the State Department of Finance for use of the amount of funds available. The following revised project list demonstrates how Proposition 1B funds will be allocated: Projects for Proposition 1B allocation District 1 San Pablo Dam Road Safety Improvements $ 1,500,000 San Pablo Dam Road Downtown Improvements $ 500,000 District 2 Alhambra Valley Road Safety Improvements-East of Castro Ranch Road $ 1,100,000 Alhambra Valley Road Safety Improvements-East of Bear Creek Road $ 728,000 Alhambra Valley Road Pedestrian Path $ 400,000 District 3 Vasco Road Safety Improvements $ 4,000,000 Vasco Road/Camino Diablo Intersection Improvements $ 1,000,000 Deer Valley Road Safety Improvements- Marsh Creek Road to Briones Valley Road $ 1,200,000 Deer Valley Road Safety Improvements- South of Chadbourne Road $ 667,000 Marsh Creek Road Safety Improvements- Round Valley Park to Lydia Lane $ 1,600,000 Marsh Creek Road Safety Improvements- 2.0 miles west of Deer Valley Road $ 772,000 Camino Tassajara Shoulder Improvements $ 900,000 Byron Highway Shoulder Improvements $ 1,800,000 Byron Highway Overlay $ 200,000 State Route 4 Bypass $ 3,000,000 District 4 Marsh Creek Road Safety Improvements- Russelmann Park Road $ 1,577,700 Deer Valley Road Safety Improvements- South of Chadbourne Road District 5 Willow Pass Safety Improvements-Phase 1 $ 564,000 Willow Pass Safety Improvements –Phase 2 $ 500,000 Bethel Island Bridge Replacement -Dutch Slough $ 2,000,000 Marsh Creek Road Safety Improvements- 2.0 miles west of Deer Valley Road Total $ 24, 008,700 CONSEQUENCE OF NEGATIVE ACTION: The revised project list for the Proposition 1B allocation will not be approved and the Bethel Island Bridge Replacement project will not be included on the project list.
