APPROVE the Proposition 1B revised project list identifying the projects for funding with
Proposition 1B funds, as recommended by the Public Works Director, Countywide.
FISCAL IMPACT:
No impact to the General Fund. The County has already received approximately $11.8
million in Proposition 1B funds and is expected to receive an additional $12.3 million in the
coming years.
BACKGROUND:
In 2006, Governor Schwarzenegger signed a $37.3 billion package of bonds for highways,
schools, levees and affordable housing. The package contained several components
including Senate Bill 1266 (SB 1266), the Highway Safety, Traffic Reduction, Air Quality
and Port Security Bond Act of 2006. The act, approved by the voters as Proposition 1B at
the November 7, 2006 general election, authorizes the issuance of $19.9 billion of general
obligation bonds to fund a variety of transportation priorities including reducing emissions
and improving air quality in trade corridors,

BACKGROUND: (CONT'D)
highway-railroad grade separation and crossing improvement projects, state highway safety
and rehabilitation projects, and local street and road improvements, congestion relief, and
traffic safety projects. In addition to Proposition 1B, four other bond measures known as
Proposition 1A (Proposition 42 protection), Proposition 1C (housing), Proposition 1D
(education) and Proposition 1E (levees and flood protection) were included on the ballot.
Of the $19.9 billion, $2 billion is designated for cities and counties to fund the maintenance
and improvement of local transportation facilities. The specific allocation for each agency is
based on the number of registered vehicles and the number of miles of road. Based on that
formula, Contra Costa County (unincorporated) is expected to receive $24.1 million over
the life of the program.
In order to receive funds, counties and cities must submit a plan to the State Department of
Finance for use of the amount of funds available.
The following revised project list demonstrates how Proposition 1B funds will be allocated:
