Subject:Request for Park Dedication Funds to Improve Knightsen Community Park
BACKGROUND:
The Knightsen Elementary School District (District) requests park dedication funds to
finance a number of upgrades and improvements to the small community park adjacent to
the Knightsen Elementary School located at 1923 Delta Road. The subject Park is on
land owned by the District.
The following improvements are proposed: installing a drinking fountain; remodeling the
existing restroom; resurfacing and striping the parking lot area; installing a concrete
walkway from the parking lot to the restroom; installing two lattice structures; and
installing power to several existing light poles and installing additional light poles (see
attached plan for additional information). The total cost of the improvements is estimated
at $107,000. There are sufficient funds in the various Knightsen area park dedication
accounts to fully fund the proposed project, including providing $14,500 in contingency
and construction management costs. The District has taken action to accept full
responsibility for the bidding process, construction mangement, documentation of all
payments to contractors, and future maintenance of all of the improvements to the park.
It is the policy of the County to utilize park dedication funds to meet local park needs.
Staff has determined that this request is consistent with that policy and is consistent with
the Community's plan to to improve the park which is used by District students,
Knightsen residents, and residents of the surrounding area. The proposed improvements
to the park have been considered for more than a year and a half, and was unamiously
approved by the Knightsen Town Advisory Council on July 28, 2009.
CONSEQUENCE OF NEGATIVE ACTION:
Not approving the allocation of Park Dedication Funds will result in the District not
being able to finance the proposed improvements and therefore the much needed
upgrades/improvements to this important recreational asset in the community will not be
made.
