Approve and authorize the Health Services Director, or his designee (Art Lathrop), to
execute, on behalf of the County, Contract #23-442 with Sutter Delta Medical Center, a
non-profit corporation, to act as a designated center to assist patients who have been
assessed by ambulance personnel with a cardiac condition known as ST Elevation
Myocaridal Infarction (STEMI), for the period from September 1, 2009 through August 31,
2010.
FISCAL IMPACT:
Contractor will pay County a $5,000 fee to offset the costs of County’s oversight activities.
There is no general fund impact.
BACKGROUND:
In collaboration with hospitals, first-responders, and transport agencies, Contra Costa’s
Emergency Medical Services (EMS) Agency has been working towards implementing a
program designating hospitals as ST Elevation Myocardial Infarction (STEMI) receiving
centers. The designated centers will provide the most advanced and rapid care for patients
with heart attacks known as STEMI by unblocking arteries in the heart in a rapid fashion.

BACKGROUND: (CONT'D)
Heart attacks represent a major cause of death and disability in the United States, affecting
over 400,000 persons annually. This kind of heart attack occurs among 2.5% to 5% of
patients with chest pain or other cardiac symptoms. The number of STEMIs identified by
Contra Costa EMS providers are estimated to be in the range of 100-150 patients per year.
Under Contract #23-442, the Contractor will act as a designated STEMI receiving center to
provide specialized treatment for STEMI patients with a cardiac condition, through August
31, 2010, including mutual indemnification to hold harmless both parties for any claims
arising out of the performance of this Ccontract.
