APPROVE and AUTHORIZE the Employment & Human Services Department, or
designee, to accept funding from Department of Community Services and Development in
an amount not to exceed $50,000 for Earned Income Tax Credit program services during the
term September 1, 2009 through September 30, 2010.
FISCAL IMPACT:
No County match.
100% Federal funding (2009 American Recovery and Reinvestment Act funds) distributed
via California Department of Community Services and Development
BACKGROUND:
On February 17, 2009 President Obama signed in to law the 2009 American Recovery and
Reinvestment Act (ARRA) wherein funds are to be distrubed nationwide for economic
recovery efforts. The California Department of Community Services and Development has
received funds from this Act which is being distributed to Community Services Block Grant
(CSBG) recipients, of which Employment & Human Services Department is one.

The funding application was submitted to the State on August 20, 2009. Approval of this
board order will allow the implementation of an expanded Earned Income Tax Credit
program in 2010 for Contra Costa County residents.
