(No County match) FISCAL IMPACT: No County cost. County to receive $563,410 from First 5 Contra Costa Children and Families Commission. BACKGROUND: The First 5 Contra Costa Children and Families Commission (Commission) has made funding available for home visiting as part of their mission to foster optimal development of children zero to five years of age. The home visiting strategy provides strength-based home visiting services for expectant parents and families with children birth to age three years. The remaining 10% of home visiting services focus on multiple risk factor families living outside the identified geographic areas. The Employment and Human Services Department (EHSD) provides administration and coordination for the home visiting program with a prevention and early intervention focus, providing families with weekly home visiting services emphasizing infant bonding and nurturing child development, health education and medical care, and information and referral assistance for employment, housing, transportation and childcare. These services can provide significant reductions in child abuse and neglect, and other health and education concerns. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The funding for home visiting will support two of the five community outcomes established in the Children's Report Card, 4) "Families that are Safe, Stable and Nurturing", 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing services for the young children to assist in health issues, encouraging abilities to learn and services ti support safe nurturing families and communities.
