APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute an agreement with Richmond Elementary School, Inc., effective July 1, 2009,
wherein the Department will provide food services to the school's childcare program for the
period July 1, 2009 through June 30, 2010. (100% State funds)
FISCAL IMPACT:
No net County costs.
Richmond Elementary School, Inc. has agreed to reimburse the County, up to the limits of
the California Child and Adult Food Program, for all food service expenses related to this
contract.
BACKGROUND:
On March 13, 2007, the Board of Supervisors approved an agreement between the County
and Richmond Elementary School, Inc. for the County to provide food services via the
Community Services Bureau of Employment & Human Services Department to program
eligible children

BACKGROUND: (CONT'D)
co-enrolled in the California Food Program and the education programs. In order to
facilitate the success of this partnership, the Department needs to continue the provision of
food services to Richmond Elementary School, Inc. In return, the school will reimburse the
County for all food service costs up to the reimbursement that the school receives from the
California Child and Adult Food Program.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
