FISCAL IMPACT: The total cost associated with this action if $180,950 annually; $150,792 in fiscal year 2009/10. 100% offset by Bay Area Urban Area Security Initiative (UASI) grant program, funded by the U.S. Department of Homeland Security and administered by the City and County of San Francisco Department of Emergency Management. The County of San Mateo serves as the sub-grantee and fiscal agent of the project. (CFDA #97.008) BACKGROUND: The Sheriff of the County of San Mateo is requesting Contra Costa County, Office of the Sheriff participation in supporting the Northern California Regional Intelligence Center (NCRIC) by providing a Deputy Sheriff to serve as an Intelligence Officer assigned to the NCRIC in San Francisco. Twa, County Administrator and Clerk of the Board of Supervisors By: Celicia Nelson, Deputy cc: C.28 To:Board of Supervisors From:Warren Rupf, Sheriff-Coroner Date:September 15, 2009 Contra Costa County Subject:Interagency Agreement with the County of San Mateo to Add 1 full-time Deputy to NCRIC Under direction BACKGROUND: (CONT'D) of the NCRIC Assistant Deputy Director, the duties of an Intelligence Officer include: • Coordinating and facilitating daily operations of the Fusion Center’s Liaison Officer Program; • Planning and organizing sensitive programs responsible for the collection, development and dissemination of terrorism, criminal and homeland security information; • Conducting and coordinating vulnerability assessments of terrorist and other criminal organizations; • Providing local, state and federal public safety agencies and critical infrastructure facilities with high-level technical assistance and terrorism awareness training; and • Making presentations to public safety, public health, and critical infrastructure personnel. The requested position would fall under the Contra Costa County, Office of the Sheriff, Emergency Services Division, with supervision provided by the Homeland Security Unit Supervisor. The Sheriff of the County of San Mateo has been designated as the fiscal officer of the NCRIC which is funded by UASI grant funds. The deputy sheriff assigned to the NCRIC will provide professional law enforcement services during the 2009/10 fiscal year with a maximum salary and benefit reimbursement of $199,068. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Northern California Regional Intelligence Center (NCRIC) will remain unsupported by the services of an Intelligence Officer and the County's information sharing partnership with local state and federal agencies, which is paramount in identifying, preventing and responding to all regional hazards will be diminished.
