County Clerk for filing the Notice of Determination, a fee of $1,993.00 for California Department of Fish and Game fees, and a $25.00 fee to the Department of Conservation RECOMMENDATION(S): (CONT'D) and Development for processing; and FISCAL IMPACT: The estimated project construction cost is $2,246,000.00 funded by Proposition 1B. BACKGROUND: The Contra Costa County Public Works Department (CCCPWD) is proposing to undertake road upgrades along Byron Highway from Byron Hot Springs Road to the Alameda County line, a distance of approximately 3.5 miles. The project will be constructed in two phases. Phase 1 is approximately 2,800 feet long and begins just north of Byron Hot Springs Road and ends 800 feet south of Rankin Road. Phase 2 encompasses Byron Highway between the southern end of Phase 1 and the Alameda County line. The purpose of the project is to provide 6-foot wide paved shoulders and 2-foot wide shoulder backing within the project area. Byron Highway will be widened to approximately 36 feet to accommodate the 6-foot wide paved shoulders and 2-foot wide shoulder backing. The modifications to the roadway are being implemented in order to bring the shoulders along this section of Byron Highway up to current design standards. No new travel lanes are proposed and no increase in capacity will occur as a result of the shoulder improvements. The project will not cause an increase in traffic or encourage changes to existing land use patterns; therefore no new vehicle trips are expected to occur. At least one lane of traffic will be open at all times during construction activities. The project is located in the East Contra Costa County Habitat Conservation Plan/Natural Community Conservation Plan (HCP / HCCP) inventory area and is listed as a “covered activity”. Therefore, avoidance and minimization measures will be implemented to minimize impacts to special-status species and the natural environment as well as compensatory mitigation for project impacts. Real Property transactions including rights of entry, temporary construction easements, slope easements, and permanent feet title property acquisition may be necessary in support of the project. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
