HomeMy WebLinkAboutMINUTES - 08252009 - C.92RECOMMENDATION(S): ACCEPT annual report to the Family and Human Services Committee by the Countywide Youth Commission. FISCAL IMPACT: None. BACKGROUND: The Countywide Youth Commission, or CYC, was founded in 1995 by Supervisor Mark DeSaulnier to provide a link from the Board of Supervisors to the youth of Contra Costa County. With 25 youth members, aged 12-18, who reside or attend school within the county, the CYC has worked to further that aforementioned goal. The members of the CYC are either appointed from each of the five districts throughout the county or are appointed as an at-large member. For each district, there are three commissioners and one adult volunteer. In addition, there are ten at-large members, who can live in any area of the county, and one coordinator. Twa, County Administrator and Clerk of the Board of Supervisors By: Katherine Sinclair, Deputy cc: C. 92 To:Board of Supervisors From:Dorothy Sansoe Date:August 25, 2009 Contra Costa County Subject:Countywide Youth Commission Annual Update to Family and Human Services Committee During the year, we worked with the following groups: BACKGROUND: (CONT'D) • Contra Costa County Women’s Commission – discussed “cyber bullying” • Tobacco Prevention Project: provided support for their Second Hand Smoke Ordinances • American Cancer Society Teen Board • UC Berkeley Interactive Theater – how to run an interactive forum at a school Youth Hall of Fame: We completed the annual Contra Costa County Youth Hall of Fame Awards, designed to honor five outstanding youth and one adult advocate in the community for their achievements and contributions. We received over 30 quality nominations in five categories: Good Samaritan, Valiant Volunteer, Artiste, School Leadership and Sports Leadership. The CYC and the Board of Supervisors presented the winners with their awards at the 16th annual Cesar E. Chavez Celebration on April 7, 2009 at the Board of Supervisors’ Chambers. Youth Poster Contest: We added a poster contest this year and congratulated the winners at the Cesar E. Chavez Celebration on April 7, 2009. We used the theme: Choose, Challenge, Change Your Community. We asked all of the schools for artwork that would inspire others to get involved in changing the world around them. Several art classes participated using set themes such as peace and alcohol/drug prevention. We received over 150 entries and feel that the poster contest was a good start in reaching out to the schools. We would consider doing this again in the coming year using themes such as “211” and youth services. Contra Costa Youth Summit: CYC Commissioners attended the Youth Summit on April 25, 2009. We participated in the Youth Forum asking elected officials questions about tobacco prevention, personal safety and various school issues. The Antioch School Board asked us to work with the City of Antioch Youth Council to develop a student safety survey in the fall. We have had one meeting to discuss this project. General Comments: The past few years have been difficult in finding commissioners that are committed to the Commission. The current Commissioners have stated that they want to make a positive impact and leave behind something tangible. We have lost three experienced Commissioners due to heavy school loads and jobs. In speaking with city youth commissions, we are all experiencing some of the same challenges. The Commission has been without funding for the last year. A survey was conducted in the spring to determine the value of the Commission. Research included contacting youth commissions around the bay area county and surveying our county supervisors on their thoughts/needs. This subject will be discussed at the meeting.
