HomeMy WebLinkAboutMINUTES - 08252009 - C.89RECOMMENDATION(S): APPROVE and AUTHORIZE the County Administrator, or designee to execute a contract with Hinderliter, de Llamas and Associates in amount of $375,000 for sales tax monitoring and information services for the period of July 1, 2009 to June 30, 2012. FISCAL IMPACT: The contract costs are based on two factors, a $7,200 flat fee annually for sales tax information and technical assistance, and 15% of all revenue received by the County as a result of a contractor's audit. Historically, the County has recovered substantially more revenues than the cost of this contract. Additionally, the audit fee is one time while the recoved taxes tend to be on-going. BACKGROUND: The need for detailed sales tax information is essential to revenue forecasting and economic development planning. Revenue forecasting has become more and more difficult over the years because of substantial fluctuations in revenue. A lack of monthly or annual revenue patterns require a more in- depth analysis of sales tax revenue. The revenue generating potential of various commercial firms is critical to economic and redevelopment planning. Additionally the Redevelopment division of the Community Development Department is a user of the data generated by HDL in its planning and analysis activities. Finally, HDL was instrumental in working with the County to revise the regulations of the State Board of Equalization to allow sales tax revenue to be allocated to the County for major industrial facility upgrades and public infrastructure projects.
