Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Contract #74–372 with The West Contra Costa Youth
Service Bureau, a non-profit corporation, in an amount not to exceed $290,000, to provide
Mental Health Services Act (MHSA) prevention and early intervention services for the
period from July 1, 2009 through June 30, 2010. This Contract includes a six-month
automatic extension through December 31, 2010, in an amount not to exceed $145,000.
FISCAL IMPACT:
This Contract is funded 100% by Proposition 63/MHSA. No County funds are required.
BACKGROUND:
This Contract meets the social needs of County’s population by providing wraparound
services for 45 multicultural youthful offenders and members of their families to assure
successful compliance with probation terms and positive transitions from the Orin Allen
Youth Rehabilitation Facility back into their communities.
Under Contract #74–372, the Contractor will provide MHSA prevention and early
intervention services through June 30, 2010.

This MHSA-PEI program supports the following Board of Supervisors’ community

include increases in social connectedness, communication skills, parenting skills, and
knowledge of the human service system in Contra Costa County.
