APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order, on behalf
of the Sheriff-Coroner, with Motorola, Inc., in the amount of $189,297 for the purchase of
communications interoperability equipment for the East Bay Regional Communication
System. (100% Super Urban Area Security Initiative grant funds)
FISCAL IMPACT:
No net County costs: 100% of the equipment cost is included in the 2007 Super Urban Area
Security Initiative (SUASI) grant program funded by the U.S. Department of Homeland
Security and administered through the City and County of San Francisco's Department of
Emergency Management. (CFDA #97.008)
BACKGROUND:
The request of $189,297 is for the purchase of an expandable site sub system and for remote
site configured DC power needed to continue interoperability communication efforts. The
Office of the Sheriff has been participating with nine other Bay Area counties, the cities of
San Francisco, Oakland, and San Jose, and with the State of California Emergency
Management Agency

Subject:Purchase of Interoperability Equipment for the East Bay Regional Communication System
BACKGROUND: (CONT'D)
as part of the Bay Area SUASI. The targeted SUASI homeland security funding for the
County is to develop interoperable communications between the County and other Bay Area
SUASI members.
The key to the interoperability project is that every component must be 100% compatible.
The new radio system is a complete system and the components required can not be
matched with another vendor’s product. It is this fact that serves as the primary justification
for a sole source purchase with Motorola, Inc.
Contra Costa County’s 2007 SUASI grant is budgeted to fund the continued build out of the
East Bay Regional Communication System for seamless interoperability and roaming
throughout the San Francisco Bay Area.
CONSEQUENCE OF NEGATIVE ACTION:
A decision not to issue this purchase order will result in delays in fielding East Bay
Regional Communication System equipment that may cause the County to be out of
compliance with an existing agreement with the City and County of San Francisco and the
funding agent, the U.S. Department of Homeland Security.
